Speed Bumps:

A traffic study was recently conducted by the City of Fort Worth at our request to determine the feasibility of installing speed bumps in the Vineyards of Heritage neighborhood.  After reviewing the various criteria required to justify speed bumps and observing traffic patterns along with driving behaviors, the study concluded speed bumps were not warranted at this time.  If traffic conditions change considerably in the future, another study can be conducted.  As a result of this study, no additional speed bumps will be installed in the Vineyards of Heritage neighborhood.

North Tarrant Express:

The Texas Department of Transportation recently released updated information concerning the North Tarrant Express project.  This project includes 6 segments covering 6 different sections of roadway in the local area and outlines multiple timelines for each segment.  Segment 1 involves I-820 from I-35W to the Northeast interchange (near the North East Mall) and includes a new I-35W and I-820 interchange.  Plans call for 3 non-toll lanes and 2 toll lanes in each direction to improve traffic mobility and driver safety.  The toll lanes will use electronic toll collection methods which are compatible with all other toll collection networks in Texas. 

This project will be developed, designed, constructed, financed, operated, and maintained using a public-private partnership.  The private company will be responsible for securing and providing private investment funds to build the North Tarrant Express project and determine appropriate sources of revenue to offset the funding requirements.  This arrangement allows limited public funding to be used for smaller projects.

A Comprehensive Development Agreement selection process will be used.  This process includes a Request for Qualifications (RFQ) which determines qualified companies and a Request for Proposal (RFP) which gathers proposed bids for actually completing the design and construction of the project.  The RFQ process has been completed and the RFQ was issued in March with project proposals due from qualified companies by October 20, 2008.  Updates concerning this project will be outlined in future communications to the homeowners of Vineyards of Heritage.

The Chairperson and Secretary shall be selected by the Committee members.
